AbleVets Director, Federal Program Manager in Arlington, Virginia

AbleVets, A Cerner Company, provides healthcare information technology services and resources to help the VA and DoD improve the lives of the people they serve. AbleVets has an opportunity for an experienced, motivated Director, Federal Program Manager to support information technology projects for our customers. The position will be based on site in Arlington, Virginia. Remote candidates will be considered.

The successful candidate will have diverse IT program experience, must be well-versed in full systems development life cycle methodologies, strategic information planning, business process re-engineering, and management practices. The Director, Federal Project Manager will be responsible for all program activities while delivering to scope, schedule, and budget objectives. Duties and responsibilities will include, but are not limited to:

  • Plan and direct work of individuals, teams and managers

  • Optimize program finances according to organizational objectives, continuously looking for ways to improve finances across areas of responsibility

  • Act as client's trusted adviser. PM influences client direction through strategic planning and frequent communications leveraging skills, experience and knowledge of client environment

  • Assess, manage and report on program risks across on one or more programs, finding and dealing with subtle risks and influencing client activities as a trusted agent accordingly

  • Create estimates and detailed plan for all phases of one or more programs and also reviews estimates and plans for peers' programs as needed

  • Look for ways to capitalize on vendor arrangements across the company

  • Identify business development opportunities on one or more programs and works closely with sales team to grow business over time

  • Ensure work products meet and frequently exceed quality requirements as expressed in written form as well as in accordance with client's stated expectations by systemically refining the way teams operate

  • Monitor and control work, anticipating and avoiding issues to the maximum extent possible, correcting issues as needed and systemically addressing issues to minimize problems in the future

  • Continuously assesses programs' landscapes and identifies initiatives for improvement. Engages client and company leadership to get support for initiatives that are then implemented and assessed for effectiveness

  • Capitalize on in-depth knowledge of client's business and technical environments to make solid plans, reduce risk and identify opportunities for growth

  • Participate in community of peers within the company who are working to systemically improve operations across the organization

  • Help define practices, templates, policies and tools for the organization

  • Mentor Jr. and Mid team members

  • Identify for company the training needs related to program Management and general professional development for Program Managers

  • Conduct training as needed

  • Deliver program reviews to senior leadership, conducts program reviews on identified programs as needed

  • Recover troubled programs when needed

  • Define staffing needs of organization, updates job descriptions as needed, interviews candidates PMs

  • Identify team members with performance issues, coaches them to improve performance, develops and administers formal improvement plans as needed, finds trends in performance issues and implements systemic improvements for organization

  • Prepare and deliver performance reviews for team members including managers and other leaders

  • Exercise hire/fire authority

  • Create and deliver compelling content in different media expressing state of program, associated plans, risks and possibilities

  • Excite team members by helping them understand why the program matters, how it will help the intended stakeholders and how each team member's work contributes to success for the client, the company and the entire team

  • Has in depth understanding of program goals in terms that are relevant to client, the company, team members as well as others outside of the program and can influence stakeholder actions based on ideas

  • Bachelor’s degree with a minimum of sixteen (16) years of program management experience. An additional six (6) years of related experience may be substituted for the degree requirement

  • Previous Federal Contracting experience

  • Project Management Professional (PMP) certification

  • Demonstrated experience leading teams of 125 or more people on software development and general Information Technology projects

  • Demonstrated hands-on experience leading Agile programs with multiple teams operating concurrently

  • Demonstrated ability to create detailed estimates and plans

  • Demonstrated experience managing program budgets including P&L

  • Demonstrated experience managing and dealing with risk

  • Able to define, implement and use program metrics for scope, schedule, cost, quality and general decision making

  • Able to use program management tools such as JIRA, MS Project, SharePoint, as well as build and use analytical models (e.g., capacity planning, trending, etc.) in Excel or other tools

  • Demonstrated experience related to personnel management including performance reviews, interviewing, mentoring, etc.

  • Demonstrated experience managing 3rd party vendors

  • Demonstrated experience supporting business development and sales activities

  • Demonstrated interpersonal skills including team building, coaching and client relationship skills

  • Outstanding written and verbal communication skills

  • Solid interpersonal skills and demonstrable team building skills

  • Must be able to obtain and maintain a T3 non-critical sensitive federal investigation for which U.S. Citizenship is required

  • Must be able to travel when needed up to 10%

Preferred / Desired Skills:

  • Experience with the Department of Veteran’s Affairs

  • Experience with DoD Medical

  • Familiarity with servant leader philosophy
