GCI Communication Corp Supv, Learning & Technical Development in Anchorage, Alaska

Purpose of Position: Manages Technical Trainers, Instructional Designers, and eLearning Content Developers to ensure that current and future enterprise-wide and individual technical training needs are met. Analyzes, designs, implements, and evaluates a wide variety of technical training solutions, and best practices to meet training requirements and maximize training effectiveness. Establish and maintain productivity metrics to assure blended learning solutions, and training effectiveness. Selects and manages external training sources. Responsible for implementing and managing eLearning programs.

Collaborates with cross functional departments to forecast training needs to meet business objectives. Conducts needs analysis. Assesses existing training methodologies and manages the team in updating existing courses and developing new courses. Manage the development of course outlines and training materials for both instructor-led and online classes, user guides, computer-based training documentation, and eLearning. Develops short- and long-term training plans and schedules to meet the training needs of the company. Analyzes and reports the success of plans and follow-through. Develops training metrics to measure and evaluate training effectiveness. Recommends and implements program changes as required. Research and recommend purchase of training programs and media to meet training needs.

Acts as a Liaison with technical departments. Facilitates quarterly meetings with technical department management to assess training and support needs. Acts as a liaison with vendor partners to determine trainings that meet the needs of GCI departments, assists in the contracting of those vendors, and logistical support of those vendor-based solutions.

Designs, develops and presents training as required utilizing multiple mediums (including but not limited to formal classroom delivery, e-learning delivery and self-directed courses) based on customers’ needs and content requirements. Apply Instructional Design (ISD) best practices into training development and product offerings. Work with both internal and external subject matter experts to ensure the curriculum is accurate and relevant to the target audience and is being delivered via the most effective, efficient medium.

Responsible for hiring, leading, developing and managing the performance by those reporting to this position; establishes and communicates clear performance expectations, makes recommendations for salary increases. Provide timely annual performance reviews to all direct reports and ensure that all employees within the department receive annual performance reviews on time. Responsible for team results and recommends and /or approves promotions, demotions, transfers or disciplinary actions up to and including termination. Maintains union free workforce through effective communication and regular feedback to employees regarding their performance against expectations and use of effective performance recognition of groups involved.

Knowledge, Skills and Abilities :

Demonstrated Knowledge of:

  • Instructional Design and adult technical learning theories.

  • Course Management Systems and e-learning technology.

  • telecom, datacom, IP and networking systems and equipment.

  • LECs, IXCs, CLECs and resellers.

  • voice digitization, DSO-DS3, and carrier systems like T1, SONET, and ISDN.

  • wireless telecom, concentrating on cellular and CDMA, GSM/TDMA/GPRS, and Wi-Fi/WiMax.

    Understanding of:

  • Required testing of HFC networks for FCC compliance.

  • Understanding of digital network services and equipment; routers vs. muxes vs. switches.

  • HFC monitoring tools and test equipment.

  • HFC, Fiber Optic Long Haul, MAN/WAN and PON architectures.

  • IP and Networking.

  • Transmission Systems and Wireless Communications.

  • Demonstrated Understanding of Instructional Systems Design (ISD) and adult learning theories.

  • Demonstrated independent ability to reconcile divergent demands and prioritize individual and group workload.

  • Demonstrated strong presentation, oral and written communication skills.

  • Demonstrated knowledge of Learning Management Systems and e-learning technology.

  • Proven effective facilitation skills to adult technical personnel.

  • Proven skills in training design and delivery.

  • Strong organizational and time management skills.

  • Must have a documented track record for meeting deadlines and budget commitments.

  • Ability to be aware of other’s reactions and adjust in relation to actions of others.

    Minimum qualifications:

  • Minimum five years of professional technical training experience preferably in a corporate environment. Demonstrated expertise in technical needs analysis, managing training development and delivery of training programs to a technical audience.

  • Two years’ experience with e-learning delivery systems. Development and delivery experience in a technical environment related to telecom, RF, Fiber optics; SONET; Switching; Wireless, and cable related technologies.

  • One-year lead or supervisory experience.

  • High School diploma or equivalent required.

  • A bachelor’s degree in telecommunications, or related field is required. Or a combination of relevant work and/or education sufficient to perform the duties of the job may substitute for the degree on a year for year basis.

    Physical Requirements: Office Position: Ability to perform sedentary work. Physical effort may include stooping, kneeling, touching, feeling, reaching, standing for extended periods of time, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Clarity of vision to see near, mid-range, and color. Ability to lift and carry up to 20 lbs.

    Working Conditions: A high percentage of the work is performed in an office environment with long periods of computer work. Position is fast-paced and subject to rapidly changing priorities, multiple deadlines and some stressful customer interactions. Travel is required to meet with outlying technical and management personnel.

    The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs, employees may be contacted outside of the normal business hours to respond to the immediate emergency. You will be requested to provide an emergency after hours contact number.

    Driving Requirements (if applicable) : Must possess and maintain a valid driver’s license, proof of insurance, and a satisfactory driving record. May need to drive to company facilities and/or customer sites within Alaska or Lower 48.
