The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. The Office of Infrastructure Engineering and Operations (IEO) provides day-to-day operational support for USPTO-developed applications. The Enterprise Software Services Division (ESSD) manages the USPTO Enterprise Applications and provides Platform as a Service (PaaS) and Software as a Service (SaaS).The Software Services Branch (SSB) provides technical services for enterprise applications that reside above the OS level, including mission critical systems, such as Active Directory, Exchange Email, Sharepoint, Lync, RightFax, Facility Management Tools and Anti-Virus.This position serves as a technical specialist, providing software services, such as Active Directory and Exchange for both Commercial Off the Shelf (COTS) and Automated Information Systems (AIS) software across the USPTO enterprise. •Performing a wide range of software services on multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale COTS.
•Providing technical direction, advising, reviewing and evaluating of work in developing and supporting software services.
•Providing expert advice on cloud strategies usingmulti-cloud environments with Azure, AWS, Google Cloud Platform and other public cloud solutions.
•Reporting and documenting contractor and vendor performance issues and/or potential problems immediately to supervisory chain.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Specialized Experience GS-14: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:
1) Designing, installing, configuring, administrating, integrating and operating Enterprise Class Commercial Off the Shelf (COTS) and Custom Developed software;
2) Supporting Amazon Web Services (AWS), Google and Cloud Services platforms/products in a multi-platform, multi-vendor environment;
3) Applying the Systems Development Life Cycle (SDLC) and/or Technical Project Management methodologies to deliver projects and operational requirements.
