DIVISION OF WATER RESOURCES (DWR)

State Engineers Office

Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources (http://water.state.co.us/Home/Pages/default.aspx) .

The Division of Water Resources' (DWR) well permitting program is critical to the administration of Colorado's groundwater resources.

Description of Job

This work unit exists to serve the needs of the public and to distribute, preserve, protect, develop and maximize the beneficial use of present and future water supplies of the Rio Grande River Basin, and to insure continued economic growth and quality of life for the people of the State of Colorado through the use of our most valuable natural resource; WATER.

The main purposes of this position are to evaluate exempt well permit applications and appropriately condition new well permits, to supply the public, staff and government entities with information and facts about Colorado groundwater law, to instruct the public in proper completion of well permit applications, to provide assistance concerning water availability for homes, businesses, farms and ranches in Division 3.

Duties include but are not limited to:

Exempt Well Permitting:

Sole processor and evaluator for exempt well permit applications in the Alamosa office. Responsible for the day to day operation of well permitting duties in Division 3. Prioritizes duties, ensures that appropriate paperwork is completed, sets schedules to ensure that field inspections are completed timely, determines legality of property, statutory requirements, and county assessment of subject property to determine if a well permit can legally be issued. Responsible for determining whether illegally drilled exempt type wells can be permitted or should be plugged and abandoned. Recommends denial of well permit applications when hydrologic, statutory, and other information shows that the well will injure senior water rights. For this reason, the employee in this position must have detailed knowledge of the rules and statutes on Colorado water law as well as an understanding of the precedents and practices pertaining thereto.

Groundwater Information Liaison:

Lead information source for exempt ground water use and availability for public, government agencies, and Water Resources staff. Serves as a collaborative resource for Division Engineer Office staff and water commissioners on interpreting groundwater statutes, policies, construction and abandonment rules, and permitting procedures.

Field Investigations: :

Conducts and/or directs others to conduct comprehensive field investigations and write concise reports which include recommendations for appropriate action. In conducting such investigations, the employee must understand the issue at hand, make relevant observations on site, conduct necessary tests, ask pertinent questions of knowledgeable persons, research records, and obtain all applicable information to determine if a given groundwater appropriation is lawful. Determines if a proposed or actual diversion of groundwater falls within the bounds of the law.

Water Resource Appraisal:

Examines, appraises and suggests options on water supply for proposed splits and division of land. Summarizes and presents information to landowners, Realtors and government agencies regarding Senate Bill 35 and other legislative enactments.

Cartography:

Plots legal descriptions, bearings, metes and bounds descriptions and GPS coordinates. Utilizes GPS units, topographic software and well permitting software to transfer and plot land parcels in the evaluation of well permit applications. Accesses computer databases and mapping software to determine if a particular parcel of land already has a well associated with it. Assists landowners in the partitioning of larger parcels to maximize legal well locations. Provides recommendations and comments to County Planning entities on proposed land use and subdivision changes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Education and Experience:

High school diploma or GED AND five years of engineering or physical sciences assistant experience involving water resources, or a similar natural resources related activity.

Substitution:

Satisfactory completion of course work from an accredited, non-correspondence college or university in civil engineering, engineering science, environmental engineering, mining engineering, earth science, geology, geography, or other similar field may be substituted on a year-for-year basis for up to four years of the required general experience. General experience may include farm or ranch work, which involves responsibility for water measurement, use, control, management, and/or distribution, or related field of work.

Preferred Knowledge, Skills and Abilities:

  • One year of experience at the Engineering/Physical Sciences Assistant II, Engineering/Physical Sciences Technician I or equivalent level.

  • Strong computer skills including advanced experience with Microsoft Excel and Word.

  • Detailed mapping skills.

  • Strong verbal and written communication skills.

Conditions of Employment:

  • Effective September 20, 2021, employees and new hires will be required to attest to and verify that they are fully vaccinated for COVID-19 (requires proof of vaccination), or, submit to twice-weekly serial testing.   • Must be willing to normally work from the Alamosa field office on a daily basis and be willing to travel occasionally for coordination and training to the Denver office .

  • Must work independently making real time decisions that may have great impact on well users and the State of Colorado.

  • The successful candidate must be capable of reviewing; creating and operating computerized spreadsheets, databases, mapping software, GPS units, and word processing software.
