Savannah River Remediation is seeking a Principal EVMS Specialist to be based in our Aiken, SC location on the Savannah River Site.

The Principal EVMS Specialist is responsible for applying experience and sound judgment to provide effective support as a Senior Project Controls (PC) professional for Earned Value Management System (EVMS) Compliance. Provides primary interface to the Field and Central PC Organizations and Management for establishment, implementation and maintenance of EVMS policies, procedures and systems.

Develops process flowcharts and desktop instructions, creates training materials and provides training to Project Controls personnel, Control Account Managers (CAMS), Project Managers (PMs), and other senior level managers. Performs task team leadership and analyses, develop requirements, evaluates alternative tools, and provides assistance for implementation.

Plans, leads and participates in EVMS assessments and reviews. Additionally, coordinates EVMS compliance enforcement and certification, including development and revision of the SRR EVM System Description for alignment to DOE requirements.

  • Supports the project as the Subject Matter Expert (SME) on EVMS

  • Prepares and implements EVMS requirements, policy, and procedures

  • Maintains EVM System Description (EVMSD), Procedures, and desktop work instructions

  • Maintains industry best practices and ensures effective EIA 748 compliant EVMS practices

  • Develops and implements new EVMS procedures and systems designed to provide proactive analyses, accurate reporting, and internal control

  • Develop standard procedures and reporting formats to help develop EVMS resources

  • Works with PC staff, CAMs, PMs, Management, and external subcontractor support to evaluate current EVMS data/processes and to develop and enact process improvements

  • Supports PCs, CAMs, and PMs with the use of project controls systems and outputs

  • Performs project data and reporting analysis

  • Provides oversight of data integrity & reconciliation among EVMS, financial & procurement systems

  • Provides Performance Metric recommendations to support CAM/PM ownership of project performance data

  • Coordinates the collaboration of EVMS systems and tools for schedule, cost and EVM

  • Provides policy recommendations, project performance data analysis, and error reporting. Conducts “Lessons Learned” sessions to develop and enact process improvements

  • Identifies and resolves complex issues. Develops innovative solutions to existing and future challenges for EVMS Compliance and Reporting. Supports development and implementation of new tools

  • Participates in the development, establishment & maintenance of the EVMS project baseline

  • Plans and leads efforts for maintaining EVMS Certification

  • Conducts EVM system validation reviews, reviews monthly EVM data analysis (including use of automated tools), and conducts project assessments

  • Performs annual EVM Surveillances for all 32 guidelines and issue reports

  • Evaluates compliance with EIA 748 EVMS Guidelines & DOE EVMS Interpretive Handbook (EVMSIH)

  • Identifies corrective actions and track thru root cause analysis & corrective action implementation

  • Participates in complex-wide EVMS Site Validations, Joint Surveillance Audits, and System Surveillance Reviews

  • Supports Integrated Baseline Reviews (IBR), including planning, documentation reviews, IBR conduct, report writing, and integration of IBRs with surveillances

  • Develops and delivers EVMS training

  • Trains PC individuals and groups in the use of EVM tools

  • PC and CAM Qualification

  • EVM workshops to develop EVM skills within project personnel and develops new metrics and tools

  • Create reports for internal and external customers

  • Other duties as assigned

Savannah River Remediation LLC, a prime contractor for the US Department of Energy, is responsible for managing the Department of Energy’s Savannah River Site’s Liquid Waste operations contract. Located in Aiken, South Carolina, SRR is a limited liability company formed by nuclear operations and environmental remediation global leaders Amentum, Bechtel, BWXT, and Jacobs. Minimum Qualifications:

  • Bachelor's degree in Business, Engineering, Finance, Math or a related area and at 10+ years of practical experience in Project/Program Controls directly including experience in EVM analysis, cost analysis, schedule analysis, or business system cost analysis.

  • Provide documented EVMS certifications and/or training programs provided by another project, jobsite or company that verifies extensive knowledge of DOD or DOE EVMS practices, policies and guidelines. (Experience using Primavera P6 and in-depth knowledge of critical path, coding structure, SVTs and resource loading as it applies to EVMS requirements. Cost Processor experience related to P6 schedule interface, upload and download capabilities, vertical and horizontal schedule alignment, and report analysis in relationship to EVMS requirements.)

Preferred Qualifications:

  • Advanced working level knowledge of EIA 748 "Earned Value Management System" in a Federal Government (Department of Energy or Department of Defense) environment.

  • Working knowledge of Business Systems (EVMS, Estimating, Accounting and Procurement) and Industry Project Controls practices.

  • Demonstrated hands-on experience with EVM and knowledge of PC tools (spreadsheets, systems, schedules, estimates) and EVMS software (Cobra, wInsight, Primavera P6, or other off-the-shelf analysis tools).

  • Strong skills using Business software packages, i.e. Excel, Word, and Power PointSpecific experience in baseline development, earned value reporting and analysis, scheduling, cost estimating and change control, as well as cost forecasting, monthly accruals, variance analysis and ability to conduct cost and schedule reviews with CAMs, PCs and project teams.

  • Demonstrated experience with training, presentations and reporting

  • Strong written, verbal and presentation skills.

  • Demonstrated Interpersonal skills at all organizational levels; PCs, CAMs, Project Directors, Senior Management & External Customers

  • Earned Value Professional (EVP) Certification is desired
