Persoecta is looking for a Program Analyst to support our Sensors Aerial Intelligence (PM SAI) and the Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S). This program provides tactically relevant manned Aerial Intelligence, Surveillance and Reconnaissance (AISR) to the United States Army, U.S. Army Reserves, U.S. Army National Guard and Department of Defense (DoD) Aerial Exploitation Battalions (AEBs), Combatant Commanders (COCOMs) and Task Forces (TFs) in support of both persistent missions and current, and emerging, Overseas Contingency Operations (OCO).
Develop Integrated Master Schedules using IMP, SOW and WBS.
Create and track plans and schedules, perform risk analysis, identify and resolve critical path and network logic conflicts.
Perform Critical Path Analysis, Schedule Risk Analysis, and Schedule Metric Analysis - such as BEI, CPLI, SPI, etc.
Perform regular analysis of program schedules to evaluate program and enterprise wide resource needs through the integration of all program schedules including metrics on schedule status, critical path analysis, schedule variance analysis, network logic validation and program baseline maintenance including support of Earned Value Management performance metrics.
Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas. Earned Value:
On a monthly basis, manage various program Performance Measurement Baselines (PMB), analysis and reconciliation of actual costs, development of Estimates at Complete (EAC), conducting Earned Value analysis and determination of appropriate Earned Value techniques, and associated variance analysis using various enterprise toolsets including Cobra and Microsoft Project.
Work with IPT leads to conduct Integrated Baseline Reviews (IBRs) with contractors. Review all pre-IBR documentation with the team, ensure IBR is properly closed by establishing the PMB with the contractor and monitoring its progress throughout the effort.
Working knowledge of EVMS Standard (EIA 748-D), Integrated Product and Process Development (IPPD), and Integrated Program Management Report (IPMR).
Experience with driving IMS and team engagement during customer Integrated Baseline Reviews (IBRs).
Knowledge of DoD EVM, integrated project management, and Financial Management policies, practices, processes, and regulations applicable to DoD systems acquisition management in accordance with the DFARS and current DoD Acquisition Policy Preferred Qualifications:
Bachelor's degree in Business Management or related Business/Administrative discipline.
5 years of government Earned Value and Scheduling experience.
The successful candidate must be a U.S. Citizen and possess and be able to maintain Top Secret Security Clearance, as a qualification and condition for employment.
