Bowhead is searching for a Senior Acquisition/ Contracts Specialist to support the PEOC3T contract located at Aberdeen Proving Ground, MD. The Acquisition/ Contracts Specialist will prepare preliminary acquisition documents that reflect technical and operational requirements. The Acquisition Analyst will develop requirements such as, but not limited to: Service Contract Approvals Requests (SCAs), Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objective (SOOs), Labor Category Descriptions, Justification and Approval Documents (J&As), Independent Government Cost Estimates (IGCEs) and Quality Assurance Surveillance Plans (QASPs), Acquisition Plans (APs) and Acquisition Strategies (ASs).

Responsibilities shall include but not be limited to

• Provide a variety of budgetary functions -fiscal/execution year support services, funding execution information, budget briefing packages and maintenance of recurring contractual funding profiles of execution data

• Analyze and formulate program requirements.

• Prepare, monitor, justify and defend budgets, acquisition schedules and milestone schedules,

• Monitor and track obligations and expenditures through the execution phase and

• Initiate and track procurement and budget documentation throughout the procurement and budget cycles.

• Analyze and prepare accounts for FY initial start-up, carryover requirements, and closeout. The Acquisition Analyst will support the preparation and/or review of miscellaneous report formats provided to senior level management which contain execution and budget year data.

• Draft limited competition memos - use of non-DoD contract vehicles, sole source justifications and directed procurements;

• Participate in the development of independent cost analyses such as Independent Government Cost Estimates (IGCE)

Requirements • Bachelor's Degree and 8 years of experience or equivalent education and experience.

• Budget and Accounting experience

• Experience with contracts and contracting agency, PM experience, source selection and SCA

• DAWIA Certification preferred

• Experience working with spreadsheets and various reports and database systems

• Experience supporting a DoD or Army Program.

• Able to multitask and successfully be effective on simultaneous projects at various stages of completion

• Experience with and understanding of DoD 5000.2 preferred

SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
